Project Overview
The Town of Vienna is leading an effort to clarify, simplify, reorganize, and update the Town’s subdivision and zoning ordinances, Chapters 17 and 18 of the Town Code. To assist in that effort, the Town has retained ZoneCo, a land use planning consultant. ZoneCo (formerly Calfee Zoning) is the lead consultant for a team that includes YARD & Company, specialists in public engagement and urban design, Nelson Nygaard, an internationally recognized transportation firm, and Venable LLP, land use attorneys located in Tysons.
The Town’s last significant zoning code changes occurred fifty years ago in 1969; a significant portion includes regulations that date back to the 1956 zoning ordinance. The zoning code is outdated and cumbersome. This results in uncertainty for citizens, elected officials, and the development community.
Staff from the Department of Planning and Zoning is managing the project with the Town Council and Planning Commission, which will serve as the primary advisory boards. The intent is to have a strong, collaborative process between community stakeholders, Town Council, Planning Commission, staff, and ZoneCo's team.
CODE CREATE VIENNA is guided by the goals outlined in the Town’s Comprehensive Plan:
Maintain the balance of land uses
Encourage a vibrant Central Business District
Encourage a range of housing options for a diverse population
Protect and preserve the natural environment
Create a more walkable and bikeable Vienna
Ensure that Vienna retains its unique single-family residential character and quality of life
Be consistent with the goals as set forth in the Transportation chapter, as well as other parts of the Comprehensive Plan, as applicable
